Introduction to EU funding opportunities

European funding programmesClick to read

EU policies are implemented through a wide range of thematic funding programmes

They provide financial support in the form of grants for specific projects and organisations

They are designed to support EU strategies and values within and outside the EU (i.e. both in EU Member States and third countries)

Social Farming enterprises are eligible for grant financing through EU funding programmes that cover the full range of topics and themes:

ØTraining

ØInnovation

ØCompetitiveness

ØResearch

ØSocial inclusion

ØEnvironment etc.

EU funding can be divided in two broad categories:

ØCentralised programmes: are managed by the Directorates-General in charge of the programme or by delegates agencies at a European or national level

ØStructural funds: the relation with the European Commission is mediated by national authorities at central, regional and local level

Other differences lie in different objectives pursued by means of the two:

ØCentralised programmes: to enhance SMEs’ competitiveness and innovation capacity

ØStructural funds: to support growth and employment

All funding programmes are aimed at reaching Europe 2020 objectives and priorities

Centralised programmes Click to read

Ø Funds are allocated directly to the final beneficiaries

Ø The financed actions have a European relevance and are carried out by transnational consortiums

Ø They typically are “soft” activities such as: researches, analyses, exchange of good practices etc.

Structural funds Click to read

ØRelations with the European Commission are mediated by national authorities at central, regional or local level

Ø The financed actions have a local impact

Ø They can also include infrastructure building

Structural Funds, together with the Cohesion Fund, form the framework of financing of the European Cohesion Policy

European Cohesion Policy aims to reduce economic and social disparities between European regions

The budget is not evenly distributed across Europe, but assigned on the basis of "objectives“

Before the programming phase, the European territory is divided into objectives, defined on the basis of statistical analysis of socioeconomic data from the various regions

Objectives/goals:

The module is aimed at providing a brief introduction to the Europe 2020 strategy, an overview of the EU funding opportunities with a specific focus on EU centralised programmes for Social Farming.

Results

• Develop a basic understanding of the Europe 2020 stratagy • Know the functioning of EU funding: differences between Structural funds and Centralised funds • Know which kind of activities can be funded under EU centralised programmes •Be able to identify the most suitable EU centralised programme for its own specific business
